The Articles of the Federation are the governing constitution of the United Federation of Planets.

Preamble
We, the intelligent lifeforms of the United Federation of Planets, determined to save succeeding generations from the scourge of intergalactic war which has brought untold horror and suffering to our planetary social systems, and to reaffirm faith in the fundamental intelligent lifeform rights, in the dignity and worth of the intelligent lifeform person, to the equal rights of male and female and of planetary social systems large and small, and to establish conditions under which justice and mutual respect for the obligations arising from treaties and other sources of interplanetary law can be maintained, and to promote social progress and better standards of life in larger freedom, And to these ends to practice benevolent tolerance and live together in peace with one another as good neighbors, and to unite our strength to maintain intergalactic peace and security, and to ensure by the acceptance of principles and the institution of methods that armed force shall not be used except in the common defense, and to employ intergalactic machinery for the promotion of the economic and social advancement of all intelligent lifeforms, Have resolved to combine our efforts to accomplish these aims.
Accordingly, the respective social systems, through representatives assembled on the planet Babel, who have exhibited their full powers to be in good and due form, have agreed to the present Charter, and do hereby establish an interplanetary organization to be known as the United Federation of Planets.
Chapter I: Purposes and Principles
Article 1
This article discussed the purpose of the United Federation of Planets. The Federation is responsible for maintaining peace and security within its borders, develop friendly relationships between its members, and establish equal rights for all member species.
Article 2
This article establishes that all Federation member worlds are sovereign and equal and must solve any internal issues through peaceful means and may not aide through action or inaction any enemy force against the Federation. The Federation will also not meddle in internal matters of equality for member states.
Chapter II: Membership
Article 3
Outlines that the Alpha Centauri Concordium, Andorian Empire, the Confederacy of Vulcan, United Earth, and the United Planets of Tellar are the original member states of the United Federation of Planets.
Article 4
Outlines that any peaceful planetary system that will accept the regulations of the Articles of the Federation are able to join with approval of the Federation Council.
Article 5
Authorizes that the Federation Council and the Federation Assembly may suspend the membership rights of any planetary system at any time for matter of cause.
Article 6
Authorizes that a member state may be dismissed from the Federation with the approval of the Federation Council and Federation Assembly.
Chapter III: Agencies
Article 7
Establishes the agencies of the United Federation of Planets and Starfleet.
Article 8
Explains that there are no restrictions on eligibility for service to Federation agencies.
Chapter IV: The Supreme Assembly
Article 9
Establishes that all member states are entitled to have representation in the Federation Assembly.
Article 10
The Federation Assembly may discuss any issue facing the Federation, except for those directly handled by the Federation Council, and may make recommendations to the Council itself.
Article 11
Asserts that the Assembly can discuss matters of maintaining Federation security both internally and externally. Questions of action are referred to the Federation Council after discussion. Should a situation endanger interplanetary or intergalactic peace they are required to bring it to the attention of the Federation Council.
Article 12
Establishes that the Federation Council has final authority over the functions of the Federation and that the Assembly will take no action on a matter being overseen by the Council. The President will update the Federation Assembly on these matters to prevent oversteps of authority.
Article 13
Assigns that the Federation Assembly will study means of promoting cooperation amongst member worlds and fundamental freedoms.
Article 14
Asserts that the Federation Assembly may make recommendations on behalf of member worlds on the peaceful resolution of any circumstance.
Article 15
Requires that the Federation Assembly will receive updates from the Federation Council and other Federation agencies.
Article 16
Confirms that the Federation Assembly will serve as trustees of nonstrategic functions.
Article 17
Assigns the Federation Assembly to oversee all resource allocations for the United Federation of Planets.
Article 18
Delivers to the Federation Assembly one vote per system on matters affecting the Assembly. Decisions require a majority vote to be ratified.
Article 19
Restricts that member races whom have not met resource allocation requirements to the Federation are limited in their voting rights.
Article 20
Establishes that the Federation Assembly shall meet regularly.
Article 21
Approves the Assembly to craft their only policies and procedures.
Article 22
Authorizes the creation of agencies reporting directly to the Federation Assembly.
Chapter V: The Federation Council
Article 23
Assigns that the Federation Council will have 11 total participants at all times. The breakdown includes:
- One Representative from the Alpha Centauri Concordium
- One Representative from the Andorian Empire
- One Representative from the Confederacy of Vulcan
- One Representative from United Earth
- One Representative from the United Planets of Tellar
- Six Representatives selected from the Federation Assembly.
This Article also limits a participant from the elected representation to two terms in office.
Article 24
Establishes that the Federation Assembly has given authority for the Federation Council to oversee interplanetary peace and security and that participants will represent the will of the Federation itself.
Article 25
Confirms that the member worlds of the Federation will abide by the decisions of the Federation Council.
Article 26
Orders that, in cooperation with Starfleet Headquarters, the Federation Council will oversee the security of the Federation.
Article 27
Assigns one vote to each member of the Council with 7 votes required to confirm.
Article 28
Requires that the Federation Council be in constant operation with chosen members represented at all times at meetings and may operate from the Federation Council or Starfleet One as needed.
Article 29
Authorizes the Federation Council to create subsidiary entities.
Article 30
Allows the Federation Council to create its own rules of procedure.
Article 31
Permits any Federation Representative to participate in Federation Council discussions, but without the right to vote on the matter.
Article 32
Invites non Federation Representatives to speak before the Federation Council regarding a dispute they are party to without vote on the matter.
Chapter VI: Settlement of Disputes
Article 33
Allows the Federation Council to require those in disputes endangering galactic peace and security to seek a solution via negotiation or mediation.
Article 34
Approves the Federation Council to intervene in disputes between member states that may lead to a problematic situation.
Article 35
Authorizes any member state of the United Federation of Planets to bring problems before the Federation Assembly or Federation Council for mediation. This also allows nonmember worlds involved in dispute to address their concerns to the Federation Assembly or Federation Council, so long as they agree to abide by the decision made.
Article 36
Permits the Federation Council to recommend solutions to a dispute or refer to the Federation Courts for remediation.
Article 37
Authorizes the Federation Council to take action if parties fail to resolve a situation affecting the peace and security of the Federation.
Article 38
Allows the Federation Council to offer a specific settlement to a dispute.
Chapter VII: Action with Respect to Threats of the Peace, Breaches of the Peace, and Acts of Aggression
Article 39
Requires that the Federation Council investigate any threat to galactic peace and work to resolve the situation.
Article 40
Permits the Federation Council to require provisional measures to resolve a crisis situation and investigate failure to comply.
Article 41
Authorizes the Federation Council to take actions other than military to resolve a situation.
Article 42
Authorizes the Federation Council to take military action to resolve a situation.
Article 43
Requires member worlds of the Federation to provide resources and personnel to Starfleet in order to maintain peace and security.
Article 44
Allows the Federation Council to ask unaffiliated races to a situation to assist in reaching a resolution to a crisis.
Article 45
Reassigns local military forces to Starfleet jurisdiction to assure the protection of the United Federation of Planets and its interests in resolving a situation.
Article 46
Requires that the Federation Council work with Starfleet Headquarters to plan any military action.
Article 47
Requires that Starfleet Headquarters make personnel available to the Federation Council to advise on military matters and that the Federation Council also operate a Security Committee that will oversee the operation of Starfleet including training requirements for personnel and development of equipment, outposts, and vessels.
Article 48
Requires that Starfleet is responsible for executing the strategies of the Federation Council for the peace and security of the Federation.
Article 49
Orders that member worlds of the Federation will provide assistance to the Federation Council and Starfleet in completing their duties including equipment and materiel.
Article 50
Authorizes any world affected by actions taken by the Federation Council to address the Council regarding the issue.
Article 51
Gives member worlds of the Federation the right to take action to defend themselves until the Federation Council has had the opportunity to act on their behalf.
Chapter VIII: Starfleet
Article 52
Establishes Starfleet as the primary peacekeeping force of the United Federation of Planets under the authority of the Federation Council and the Security Council.
Article 53
Authorizes the development of naval forces.
Article 54
Establishes training requirements for Starfleet personnel and that, primarily, Starfleet will serve as an exploratory agency.
Chapter IX: Interplanetary Economic and Social Cooperation
Article 55
Requires that the Federation promotes equal rights and self-determination of all intelligent lifeforms.
Article 56
Requires that citizens work to meet the goals of Article 55.
Article 57
Approves specialized agencies approved by interplanetary agreement.
Article 58
Requires that the Federation coordinate the activities of specialized agencies.
Article 59
Orders that the Federation will work with its member worlds to develop addition specialized agencies as needed to complete the goals of Article 55.
Article 60
Requires that the Federation Assembly oversee the functions of these agencies.
Chapter X: The Economic and Social Council
Article 61
Establishes that the Federation will operate an Economic and Social Council of 18 members of the Federation Assembly.
The Economic and Social Council shall consist of eighteen (18) members of the United Federation as elected by the Supreme Assembly;
Article 62
This Articles allows the Economic and Social Council to make recommendations for promoting equality, develop laws for voting upon in the Assembly, and create Conferences.
Article 63
Allows the Economic and Social Council may enter into agreements with specialized agencies.
Article 64
Requires that the Economic and Social Council receive reports from the specialized agencies.
Article 65
Arranges for the Economic and Social Council to work with the Federation Council on matters of mutual interest.
Article 66
Orders the Economic and Social Council to perform the duties under their purview on behalf of Federation worlds of the Federation Assembly.
Article 67
Gives members of the Economic and Social Council 1 vote each.
Article 68
Requires that the Economic and Social Council develop committees for the promotion of equal rights.

Permits the Economic and Social Council to invite Federation members to speak on matters, but without the right to vote.

Permits the Economic and Social Council to invite representatives of the specialized agencies to speak on matters, but without the right to vote.
Article 71
Allows the Economic and Social Council to speak with planetary and nongovernmental entities on matters of mutual interest.
Article 72
Grants the Economic and Social Council the right to develop their own rules of policy and procedure.
Chapter XI: Declaration Regarding Non-Self-Governing Regions
Article 73
Requires that Federation Members recognize the sovereignty of areas without self government and will promote peace and security within these regions and will work to promote the ideals of the Federation in these regions.
Article 74
Outlines that Federation Members must respect the sovereignty of those whom they encounter.
Chapter XII: Interplanetary Trusteeship System
Article 75
Requires that the Federation establish a trustee oversight of the planets under its authority.
Article 76
Outlines the trustee system to further peace, promote equality, promote the advancement of Federation members, and ensure equal treatment.
Article 77
Assigns the regions of trusteeship.
Article 78
Requires that the trustee system will not operate in regions of Federation membership.
Article 79
Orders that systems to be placed under trusteeship must agree to the trustee relationship.
Article 80
Establishes that trustee agreements cannot interfere with the rights of intelligent life except under strict criteria.
Article 81
Requires that the trustee will be administrated by a committee established by the Federation.
Article 82
Permits a strategic area to be designated under the trustee agreements.
Article 83
Grants authority to the Federation Council to approve trusteeship agreements related to strategic areas and to work with the assigned authority to promote the values of equality in the region.
Article 84
Defines that the Administering Authority will maintain peace and security within the region and will carry out its obligations with the support of the Federation Council for maintaining security as needed.
Article 85
Assigns the Federation Assembly to oversee trusteeship agreements on all areas not deemed strategic.
Chapter XIII: The Trusteeship Council
Article 86
Defines the composition of the Trusteeship Council to include those in administration over a trust region with each member assigning one person to represent their interests.
Article 87
Sets guidelines for the Federation Assembly in overseeing the activities of the Administrating Authority.
Article 88
Requires that the Trusteeship Council develop a survey on the state of equality in a trustee region and report findings to the Federation Assembly.
Article 89
Assigns 1 vote to each member of the Trusteeship Council.
Article 90
Allows the Trusteeship Council to meet and establish procedures.
Article 91
Grants the Trusteeship Council to assist the Economic and Social Council and specialized agencies in matters of mutual interest.
Chapter XIV: The Federation Judiciary
Article 92
Establishes the Federation Judiciary.
Article 93
Requires that all members of the United Federation of Planets are under the jurisdiction of the Federation Judiciary.
Article 94
Requires that Federation members comply with the decisions of the judiciary.
Article 95
Permits member worlds to continue to participate in existing judicial systems other than the Federation Judiciary.
Article 96
Allows the Federation government to receive the legal advice of the Federation Judiciary.
Chapter XV: The President
Article 97
Establishes that the Executive Branch is led by a President selected by the Federation Council and approved by the Federation Assembly.
Article 98
Requires that the President act as Chief Executive Officer of the Federation in the Federation Assembly, all Councils, and make reports to the Federation Assembly on all work of the Councils operating within the Federation.
Article 99
Grants the Federation President the right to bring concerns to the Federation Council pertaining to the safety of the Federation.
Article 100
Sets requirements that the President must execute his/her duties without bias toward a government internal or external to the United Federation of Planets and in accordance with the best intentions for the Federation itself.
Article 101
Allow the President to create a staff and appoint them to Councils and ensuring high standards of effectiveness.
Chapter XVI: Miscellaneous Provisions
Article 102
Requires that any treaty must be approved by the Federation President.
Article 103
Orders that any obligations to the United Federation of Planets amongst member worlds take priority over obligations to other governments.
Article 104
Reassigns the territories of member worlds to the United Federation of Planets.
Article 105
Authorizes travel amongst the various territories of the United Federation of Planets to member citizens.
Chapter XVII: Transitory Security Arrangements
Article 106
Requires that a potential member world not be restricted from Federation membership due to a past conflict with a Federation member world.
Chapter XVIII: Amendments
Article 107
Sets criteria for the ratification of new Amendments to the Charter requiring a 2/3 vote from the Federation Assembly and a 2/3 vote from Member Worlds.
Article 108
Sets criteria for the adoption of the Charter and voting requirements.
Chapter XIX: Ratification and Signature
Article 109
Article ratifies the Charter as signed.
Article 110
Authorizes transfer of the Charter to United Earth for storage as seat of power for the Federation.
