Project: Shard was a highly classified Section 31 operation designed to catalog near parallel universes. As part of the mission of the Project, efforts were made to acquire advanced technology on behalf of the United Federation of Planets. It was based on a similar operation discovered to have been launched by the organization known as Memory Omega from the universe in which the Cardassian/Klingon Alliance defeated the Terran Empire.
Real World
Project: Shard is based upon the Section 31 operation from the novel: Star Trek: Section 31 "Disavowed". It has not been seen in any canon production.
